Thanks for the tutorial it was well detailed bt am having issues with it. After manipulting th dart at the skirt, th hip measurement was reduced

Yes is normal even your burst measurement too but that shouldn't be a problem, you should have allowance of nothing less then one and half inches (1 1/2) on all the sides of your pattern when putting your measurements then while sewing be taking notes of your body measurements with your tape the allowance you add will cover up the little inches u lost So always add enough allowance of 2 inches or 1/12 for things like this

Just add enough allowance like 2niches, it will cover up. If you don't have enough allowance on your pattern, add it on the fabric when cutting
