Why not dunk each doily in the glue, ring it out, then apply it?

Yes, Mari Angels is right. You can better control how much glue is applied by using the paint brush. You don't want to overdo it.

Once the glue mixture dries it allows the doilies to hold their shape - even when you pop the balloon.
