it dont but only when you either hit someone thats on white hp or you crack someone to white hp. So my solution for this was to switch the key weapon to a l5 handcanon and add a damage multiplier on it so it allways does 101 damage which means that it allways freezes players that have 200 or less hp even tho you hit a bodyshot. So to be safe take like l5 hc (84 damage) x a damage multiplier with 1,3x. That is around 110 damage so you can hit ppl from range aswell.
