The positioning of that fan with no intake is ineffective. Put small holes in the lid above the fan to push a small flow of fresh air down without compromising to much heat for effective heat/fresh air dispersion. Also there should more holes at the bottom of the lid lower than the waist of the chicks all the way around the incubator so there is almost no CO2 buildup. However the holes should be small enough not to not compromise to much heat as well.

Not if you lower the supply voltage for it. It doesn't have to run at its rated voltage and power, you can make it run at, for example, 5V giving you, let's say, 5W. And you protect it so that the chicks can't touch it.
