That is so pretty! I remember my older pincushions had sawdust in them to keep the pins and needles sharp. You can probably mix some in with the padding so it doesn't try to leak out.

Instead of filling I use sheep’s wool from the shearing shed. The lanolin stops your pins from rusting.
