I found my problem - under playlist I do not have those headings of ""layout" "branding" and "basic info". All I have are Created Playlists showing the ones I created and assigned to videos I made. So I do not have a "featured sections" My menu on the left looks nothing like yours either - no dashboard, content or analytics. I will keep trying though.
