Yes they can but they won't last as long if left out in the outdoors. Fading will occur despite UV Protectant sprays like everything else, but I have left mine out in the worst conditions to see how they fair. I was more than surprised. However if you want them to last longer, then I would store them away from things like snow and rain!

Jackie, since this is a burlap jute, you can spray it with e6000 adhesive spray to keep it from fraying.
