sad thing is the only and really best time for this, is as a child, but between lack of community anymore in most places along with the fact you can't even make that gesture at a school much less shoot a rubberband at someone nowadays...this is mostly nostalgia and for those who have large families with lots of youths or in close communities.... try this elsewhere and see just how people react...
