It depends upon which country's district shape file do you want to use? May be you can get freely from the respective department's website. For example "Department of survey".

@@qgisworld1922 Brother I need elevation shape file for District Vellore which is in Tamil Nadu state, India . And later I want to creat dem, contour and slope map for the same district.

You can download dem file from USGS earth explorer for free. There are several video out there in KZbin showing the method. Good luck.
