it has two valves on it, that's what the tape and balloons are on the piston and output.

This wouldn't work doesn't have a one way valve so it would take air in the same way air goes out so your putting air in the balloon but just pulling it back out.

Yes it would, it has 2 valves, the one on the balloon side will prevent the air from coming out of the balloon, when you push out,, the second one (in the cap inside the bottle) will prevent the air to escape from the bottle as you push in
