Sorry for that. Now frogs can be controlly naturally by introducing catfish. Just enough pieces depending on the size of your pond. Slow grouwth could because the manure is not sufficient or the sire of the pond is too cold.

Hello. I refill based on the condition it's in. Eg when I see algae starting to grow and any other time when I see a problem. Recently something pluck my dam liner and I had to change the water as I was looking for why the water was draining. If no problem, after every two months I remove 3/4 then after 6 months I remove it all. I also use it as fertilizer to my vegetables so when there is no problem, I draw the water and irrigate the veggies and refill based on how much I used.
