Probably in stages. Infinite super scope is found by accident, and then they learn how to make it consistent. Super scope shots bounce off reflectors and fly for infinity, so the infinite reflector trick is made. Then it's dicovered that turnips, a throwable item that can't be destroyed, interacts with super scope bullets and themselves, so they try throwing them in. Then, the magic comes when you exeed 12 turnips, which bypasses the max number of things something has been hit by, meaning that the turnips are self-sustaining hitting each other, and anyone who goes in is hit by all the turnips always.

so much nostalgia. If I remember right, it's also possible using just iceclimbers and peach. Give both icies an infinite super scope, then the goal is to get them desynced just enough so there's even spacing between the bullets. If you do that, the turnips should get stuck in the same way.

Personally, Melee always had that nice look to it. It was a huge upgrade from 64 and had the perfect real/fiction mix. Also he totally could have just used cheats for an infinite super scope at that point if it was an emulator, but I guess what's better than replicating everyone's childhood step by step.

Alternatively use ICs and have them both grab a super scope, getting both of them with infinite super scope isn't easy but this frees up the spacies to be anyone else. Desync the ICs and have them shoot over the gap, if done right that's all you need to get it started with turnips. Also, with either space animal, falling into the black hole with a shine has some crazy effects, but they become stuck permanently. Or you can side special and get an illusion/phantasm stuck in the black hole, it does actually linger the effect
