I believe he would place the "sticker" onto the walls of a mug plaster mould. Then pour the casting slip into the mug plaster mould as per usual. I've not seen the full video but this is what I've concluded based on the final product.

I’m not sure how well they’d work, but there are condiment bottles from Japan, that have three spouts along the top, instead of one, and what’s called a root touch up bottle, in beauty supply stores, that has several tips. I use them for applying dye resists , but they might work with slip.
