I just heated it using a hair blower for about 3 mins and still aint braid. How long do i have to wait? Do i have to leave it? On pen tape?

You just keep heating it till its almost too hot to the touch. Then cool it using cold air (hair dryer setting) quickly. If your cable have braidings on it, then you will need more time to heat up cable cores. It depends on cable material. Just dont let the coil free until its cold.

Is this safe for type C thunderbolt 4.0 40gbps braided jacket data cables? doesn't it reduce cable performance?

It doesn't hurt the cable itself. but be careful with the jac (type c connector) to not overheat it cuz it may have a chip inside.
