Just a word of advice, I've worked a LOT with creating 2-component PolyUrethane materials and even though it doesn't smell that strong, it is not a good idea to work without a fume hood or gas mask.

We could use Teslas model. They've invested in Solar panels for their Giga Factory in the Nevada Desert. This not only helps power the factory but it also helps Tesla provide free supercharging without really costing the company anything. That is, since they're essentially 'transporting' solar power from a high solar area to superchargers nationwide. Point being, we could have an almost one time investment such as wind power or solar to power the recycling of plastics. With solar panel tech increasing now-a-day, solar panels have a life of 20+ Years so it should be cost effective (The age of panels may be different now, but last time I heard it was 20+ Years).

Less about power, more about options. We use oil for just about everything in modern society, one way or another. Granted, there are other options and there will be better options when pressed but for the transitional period the ability to turn oil products back into oil will be sorely needed

I think there would be a problem to make fuel from scrap plastic for commercial use - fuel companies. They would not even let you customize your engine, so it uses less fuel and creates less pollution, because their enormous profits shrink. If you let a little bit of high pressure steam to the cylinders while the engine is working, you can cut ectremely the fuel consumption.

Pressure and temperature is much higher so it break more molecules and let them burn into simple CO2 and H2O. Farther - cars often are equipped with catalytic converters and diesel particulate filters.

Besides the other toxic fumes, all burned petroleum products, give off a quantity of carbon into the atmosphere. Plastic, as much so as a liquid petroleum product, or coal, has a carbon content. Both the conversion process, and the use of the reclaim product have a carbon content. As for the other toxic compounds: Arsenic, Cadmium and a host of others. Besides the chemicals (contained in each various polymer), there are also the compounds they form in combustion.
