Insulation on the outside of the foundation makes more sense. You may have heard the term thermal mass. Insulating the outside allows for the thermal mass of the foundation to be part of the conditioned structure. Also, insulating the inside with panels or batts may create a condensation issue leading to mold growth. Closed-cell spray foam would be the thing for insulating the inside if you want to spend more money on heating and cooling than you need to. Again, insulation on the outside is the best practice. It's not a new idea. Do some online research.
