Usually mealy bug does not infect okra plant. Since you have to eat okra I would suggest you to give it a try by using neem and garlic made pesticide for which I have posted a video which may come to your help.Otherwise you have to go for chemical pesticide.

Yes but in lighter concentrations. One thing you keep in mind that we have used garlic which is not allowed in puja offerings. So please dont spray on flowers if the flowers are supposed to be offered to some puja performance.
