how many cups of water is need when you boil the lemon juice, sugar and rosemary together?

Simple syrup is a ratio of 1 cup water for one cup sugar. Reduce a bit . With a sprig of rosemary . Or you can make a rosemary tea and add sugar until your sweetness preference. Add lemon juice when room tem. Then vodka and ice.... Not fizzy but still good
