You can, but you should either warm it up some or dilute it in water, because it needs to be thin enough to be used as a thin glaze. Also note that it would change the flavor dramatically. Traditionally the flavor comes from the rich dough and a bit of filling, and the syrup makes it a sweet dish (note that neither the dough or the filling have that much sugar in them). If you coat it all in honey, it will give a pronounced honey flavor which is not traditional. But that doesn't mean they won't come out delicious.

It's available b/google -- the standard American measurements appear to be off (e.g. saying 200 ml milk = 1 and 1/4 cup when it's actually just slightly less than a cup) so probably best to go metric (which is also given in this version. www.vice.com/en/article/pavk5b/almond-and-date-rugelach-recipe
