I can point many reasons why it's not true, I will point 2. 1) solder will not adhere to aluminum foil. 2) the circuit is open at the top of the panel.

Most probably he used a photo sensor and Arduino with some battery, it might be a fake since he isn't providing any explanation.More over solar panels can't blink an LED as soon as light falls on it.
