I eye balled everything. But it's about 1 1/2 cup of water and then 3 table spoon of star anise. You can play around with the proportions though. And you can add more if you want the rinse to be more strong.

You can use oils or leave in oils on your hair to help soften your hair and make it managable, and if you are battling dry hair just make sure to use conditioner after you shampoo your hair. You can simply use 3 products on your hair to maintain it and not go to a salon to have your hair done there.

Aw, your hair might be in a telogen phase. Don't worry it's just a stage. Your hair will start growing again. :) It may take time though. But patience is the Key.
