I do a similar technique. Instead of the WS Water, I use Gloss Modge Podge, mixed with a little paint. I use a brown and black in varying amounts (very little is needed). It dries with a surface that is conforming to the surface and glossy, like a puddle. You can tone down the gloss with a chalk or even a swipe of dilute grey or brown paint, after the glue is dry.
