I believe it's just making the camera more sensitive to lower frequencies of light such as infrared. It's not actually seeing through unless an objects transparent enough and the light we see in the real world is just too dim. Hence why it may appear on infrared. That's just my guess. Welp, time to find my parents old digital cameras collecting dust next to a dino corpse.

No, you cant. You can't build a laser literally out of nothing. At home, it is possible to build a dye and nitrogen laser, but they will be large, and not very safe, and some components must be bought or obtained from electronic scrap.
