Is there a way to adjust a persons limbs in a photo for a thumbnail? So if I have a photo of a person with their arms down. Is there a way to edit that photo so the person has their arms up or crossed in front of them? I want to learn that so I can edit better thumbnails.

For now, CapCut cannot do that because, it is mainly for video editing than photo editing. If you want to achieve that type of editing, you have to use Adobe photoshop. You also have to learn it before you can use it.
