In reaper I have various custom folders besides favorites just like you but my folders are also with premade-chains and some by category and whenever I add a new one I immediately drop it into a "NEW" folder, test it and if its good enough then I move it to its corresponding folder and that could be favorite or whatever it will rest. If i dont like it or need it that much but its useful for specific cases I drop it in a "dont forget" folder.

In REAPER I use FX Chains to organise plugins because this allows a) nested folders b) different presets depending where in the structure you loaded from. Have lately been playing with Bitwig and really missing this option!
