The rock Lee combo I use is laddering with rising wind, downtilt into shurikens and then 5 m1s attack cancel with primary lotus, for higher ping it is more reliable but if you have constant low ping the other combo should be fine

retro if you want extra damage then dont throw out shurikens off cds instead save them and once you get your enemy into a combo you do 3 m1s, shuriken ladder, 4 m1s, rising wind and 4 m1s and stack the downslam w leaf hurricane.

I used to main Rock Lee, base is quite fun but Rising wind is too inconsistent, I think Leaf Hurricane should be like Guys where it travels distance and Guardbreaks so he has a good alternative, or at least make Rising wind better. The main reason I dropped Lee though is his unfun awakening, whose idea was it to give him no guard breaks he uses strong fist taijutsu which means you just have to cheese the whole awakening, replace Tenten with literally anything, like that bandage punch he usually does at the end of Hidden Lotus as a Jolyne string type move so he has actual block pressure and combo starters
