What is the location of the Ø 7.5mm tangential drill at 5:34 ? I know it is 13.5mm from the side, but from the bottom or top?

dead center didn't work for me at the 2.5° angle nor if i create a flat plane and then placed the drill. i can get it tangential no problem but the drill (dead center) is way too close to the edge. i've watched this video countless times and cannot figure it out. >_
