I don't know if you've already figured it out, but it means when a vote is held for anything within the committee if you said "present and voting" you have to make a decision and pick aside, you can't choose to abstain.

Depends on the chair honestly. If the chair is actually a competent chair, then they will force everyone to speak. This may play out like this: "All delegates who haven't spoken yet raise your placards." The chair will then choose from those delegates. If the chair doesn't care about stuff like that, he or she won't do something like this. But as per procedure, all delegates are generally asked whether or not they wish to speak or not, and those who do may or may not be chosen to speak.

The difference between moderated and unmoderated is just the participation of the chair in the discussion. Moderated is more formal and requires a more technical approach. Unmoderated is less restricted and does not require the chair's participation.

The delegates/country representatives can propose/nominate for the caucus to be moderated or unmoderated and then it is voted upon by the body.

A moderated caucus is where you give speeches on whatever the mod is about. An unmoderated caucus is when you are allowed to get up from your seats, move around, interact with delegates, and well you can discuss whatever you want.

+züleyha ceylan So present means you can both for, against, or abstain for the resolution. If you say present and voting, you can not abstain for it. (Abstain in MUN means you decline to vote either for or against)

+Trang Nguyễn If you say present and voting the chairs will carefully look at your speeches. For instance, if the topic is about DPRK's nuclear program and your country is DPRK (North Korea), then you would better say present and voting since that topic is directly related to your country.

Agenda = A list of topics to discuss in order of sequence. Usually, agendas are set in the beginning before Speakers List is opened. Simply put, it's simply the list of topics to be discussed

@@starlessfae You may discuss other things after an agenda set has been completed. For example, after an agenda set about "domestic illegal trade of guns", the chair should ask delegates, "are there any other motions to add to the agenda?" You'd raise your placard then say something like "Motion to add international trade of guns to the agenda." After that, delegates vote on whether to talk about your topic.
