You *could* go into the change resolution menu in Nvidia/AMD software, change your entire monitor's res to 1280x960 (or equivalent 4:3 res if high res monitor), and then launch your game in fullscreen windowed mode! Drawback being you'd want to change back to 1920x1080 after gaming :D

with an nvidia gpu you'll need to hop to the control panel > change resolution > customize > create custom resolution > then create a custom one with the exact same width and height but with the desired refresh rate > make sure you have these commands in launch options of the game "-freq 164 -refresh 164 "
