I've been playing the game ever since they were still working on Genos (it was absolute hell when it was free). And I can say that when you use saitama, you should NOT use the fourth move as a way to waste their evasive because its a key factor in most saitama combos, but if you do use it to waste evasive, you should practice doing the unpunishable saitama uppercut. Basically, when you uppercut, sidedash to the side so the opponent can't reach you, but if he doesn't use his evasive, you can front dash to him once he comes down from the uppercut, very effective tech. If you want to REALLY waste the evasive, shove is a more effective skill for that. For you Gamusera, I recommend that you work on how to punish people effectively with Ragdoll cancel, as there were many situations where you couldve done so but you ended up wasting it. Only use Ragdoll Cancel when you are guaranteed to punish. For example, if your ragdolled on the floor and someone is about to downslam you, wait for them to use downslam, and as soon as they jump to do it, that's a great opportunity to punish.
