BCLO is busy channel lock out. It prevents the radio from transmitting on a channel if it hears another transmission, such if someone else is using a different PL and you don't hear them before pressing the PTT. Is this radio really programmable to ANY frequencies between 450 and 470? That seems like a bit of an oversight for Motorola. I was under the impression current Part 90 radios aren't supposed to be able to program to GMRS or MURS frequencies.

Business radios have always been free range because the manufacturer declares to the FCC that they're "only programmable by trained personnel", i.e., not from the front panel. They are also programmable to things like military frequencies, for which the manufacturer writes to the FCC saying it's necessary because the radios may be sold to the government. And why would you be upset about this anyway?

@@ironmatic1 I'm not upset at all. In fact I have several older Kenwoods with both Part 90 and Part 95a(GMRS) grants as well as a Radio-Shack 19-1210 mobile legal for Part 90 VHF or Part 95j(MURS) use. It's just my understanding that new Part 90 radios can not be capable of transmitting on Part 95 frequencies even if only possible through computer programming.

@@CzechSixTv It's all baloney anyway. Not physically possible to enforce. They've been quoted saying part certification would only be an add-on charge for someone seriously interfering. Also, I think it's just a way to try keeping low quality Chinese HAM products from crapping on the open services. Failing though, because it's so easy to bypass-look how many people use the UV-5R on GMRS. The Vertex, Icom, MagOne, and Motorola business radios we use on MURS are a thousand times cleaner than a shitty, but type accepted "MURS radio" from China.
