Hi Kendall, I won't comment on brands, but usually rubber hoses tend to last longest (but it's one of those things you get what you pay for, so they're a little more pricey than other materials). Also, hose diameter and length will have a direct influence on the gallons per minute output from the hose so if you need high output, use fatter and shorter hoses. If you don't need a ton of water pushing through the hose quickly, then a common 1/2 inch hose works fine. That's what I use around my yard and usually it is ok.

How late in November can 46-0-0 be applied?

You can technically apply right into December but the later you go, the less your grass is growing and the more chance the fertilizer will be lost.
