No, never use Hs for bullets. keep it as normal text

What theme are you using? Some themes changes it using CSS, you can use CSS too

Themes and plugins can edit what you see ans how you site work. if you have too many plugins, I recommend that you start using less ones, and contact your theme developer if you see much different things on your site, asking for a theme docs to read
