ILYA SOMIN is Professor of Law at George Mason University. His research focuses on constitutional law, property law, democratic theory, federalism, and migration rights. It is not easy for a new writer to get the book published due to high rejection rates. It is very difficult for a publisher to discern the ultimate outcome of a book based on a research proposal. If a fully written manuscript is rejected then it can be presented as several articles.
