I would use a rotary tool such as a Dremel with various sizes of steel brushes. You can buy off brand rotary brushes online rather than buying Dremel. The large quantity you get more than makes up for the difference in lifespan of the brushes. Wear a full face shield. Wear something over your clothing such as a thick rubber poncho as tiny wire brushes will fly off and embed in your clothing. Alternatively use old jeans and long sleeved shirt and wash it separately. You can also first soak the piece in a mixture of 50% water and distilled white vinegar. Increase the ratio of vinegar to make it stronger. Use rubber gloves. Put the vinegar and water mixture in a container with a lid that you not want any longer as it will be stained. Mix up a separate container of water with table salt mixed in it. Fill a third container with some plain water. After soaking the piece in the vinegar take it out and put in the container with plain water and use various brushes to scrub the worst of the rust off. Put it back in the vinegar and repeat if necessary After you are done cleaning it with vinegar and rinse water let it soak in the salty water to neutralize the acidity of the vinegar. Dry it immediately after taking it out of the water and clean any remaining rust. Rub oil onto every surface and then wipe the surface so that a thin layer of oil remains to seal out the air with causes rust to form. I've cleaned many steel and iron antiques this way.
