This scale: 1"= 40' 0" is from an engineer's ruler, on the architect's ruler scale, what scale would it be? 1/4?

If 1" = 40', then 1/2"=20', and 1/4"=10', so it will not be equal to 1/4"= 1'-0," the closest way to get to do it is using the engineering scale 1"= 50' then the closest divisable factor is 1:48, where you would divide by 12 to get close enough. Increment on engineering scale are divisiable by 10 vs 12 on architectural scale take that into consideration. Hopefully that helped.
