I wanted to point out a couple of things: When explaining the parts of a decimal number, the voiceover says "decimal number" instead of "decimal point" when it shows the point. Might want to fix that to eliminate possible confusion. Also, when reading a number, the "and" is what we use for the decimal point. When you read 0.0363 you said "zero AND three hundred AND sixty three ten thousandths" instead of "zero and three hundred sixty three ten thousandths", so there are two "ands" in there which again, could cause confusion. As a math teacher I make it a point to my students to not say the word "and" when reading numbers, because it is strictly only the word used for the decimal point and not to break up a number (like in your case - three hundred AND sixty three). :)

If you are talking to a mathematician it is wrong. In the real world(even when doing math) we often deal with numbers in mixed contexts. So imagine just listing a bunch of decimals and trying to determine where a decimal point is if you can't see the numbers.

That is the thing I don’t like with English, everybody reads numbers the way they want. Other people read 5.89 five (point) height nine But now you say 5 and heighty nine Why the use of AND ? If you already read 110 (one hundred and ten) ??? So how will you read 110.89? With 2 AND inside ? Ahh 😒 As an accountant I really want to know numbers in English But I don’t even think it’s worth anymore Too much scenarios In French whether in Europe or Africa we read the numbers the same way

the use of "and" is official for how to read numbers. The use of "point" (or in some instances "dot") makes more sense and is common. For 110 you would say "one hundred ten".
