Heater always work. Whether it's from inside or outside. Ac removes fog quickly but after switching it off it gathers on glass again. So in winters use heater and in summers AC is good option.

You forgot to push resuc button. Fog happen because of difference in temperature in car cabin and outside.by the way those vent above the bloweing vent is actually used to get hot air from cabin car. So it work as Suction vent for AC blower.
