Some people will not be able to do that ,they dont have this settings on, You can go to the content & privacy restrictions, then click on itunes & appstore purchases, then make sure it says allow when for the option to delete the apps. Then when u go back to the app library it will allow you to delete it. Some people dont see that option, now you should see it, you welcome :)
