Do you really have to take all the bumper off to get to the headlights, I think you should have enough clearance from undoing the grill the top bolts and clips of the bumper and the 4 screws from the tyre well. the bumper will dangle so you can replace the headlights ??

He did it the hard way. You can do it just by jacking the car up and undoing the bottom bolts from below then removing the top bolts that hold the bumper on to get access to the headlight ones.

Worse on many modern cars, also if you jack the car up the lower bolt can be removed from below without removing the bumper.
