At your video timing 5:26 the washer you insert back, my KDK fan's washer is the same as your's. The washer is not flat, it has a shape. My fan is noisy, I think it is the shape of the washer that cause the rubbing of the washer and bearing that create the noisy sound. I remove that washer and now it is quiet.
