I have used a great black adhesive called Neoprene Queen. It is designed for use on Neoprene and dries in just 5 minutes.

Absolutely the worst way to repair a wetsuit, Don’t use anything other than “Neoprene Cement” so known as black magic. Pre-coat each surface two times, allowing the adhesive to dry completely between coats. On the third coat, allow the adhesive to “tack-off” which means it will lose it’s wet looking gloss & look hazy or flat. It should feel tacky to touch, now, press the two surfaces together, press firmly & hold for a few seconds. Let cure for 8 hours & you’re good to go. I guess this video makes sense, dodgy repairs, for dodgy wetsuits!
