So there's actually four bolts on the heat shield. This particular vehicle looks like one was missing and the other was rusted out.

Take a wire brush to a machined aluminum surface? I wouldn't do more that a plastic scraper and some very fine (e.g. 400 grit) wet/dry sand paper wetted with WD40. I have my own bad experience being too aggressive cleaning a aluminum gasket mating surface to remind me.

Is this doable without impact driver/hand tools? I want to do this myself but hesitant due to the small amount of clearance available

You need to explain how you get those bottom bolts out instead of just cutting to it.

Hey I have Honda fit 2010, I have a P0420 code and want to know to fix either Manifold or Rear Catalytic Converters? Is there a way to consider which one it is to fix?
