Give it a good pressure washing should be able to get it off fairly easily

All you need is 50/50 water and clorox or BLEACH. Mix it all together and go to town with this spray all over your vinyl fence or wherever you see green algae... they will all be gone in minutes... lol....

If you are going to make a attempt to correct me at least do it right. Panel will imply you are speaking of the entire section the word you are looking for here is tongue and groove slats or pickets as I’m speaking of the individuals parts not the entire section thank for trying though.
