If don't show the option of lunch startup repair command, on that place there is a option of safe mode and like that.

While this process did allow me to reset the Admin password and logon as Admin instead of a user account, it unfortunately did not release the admin policy / rights restrictions that are hampering the user account from making any changes to system settings. Any suggestions on freeing up the ability to make changes under the newly available admin logon would be much appreciated.

IT WORKED.. AT first, it gave restore option, then I almost gave up waiting for the prompt of "Don't Send with thr Dropdown link" then it popped up. Everything else is history loo. Haha

I think you dint not get that option due to fast booting. Disable fast booting from your bios then again try it.
