Loticians should explain that retwists do not make the hair loc. They simply make it neat and create a uniform look. Lack of combing and the natural matting process makes it loc.

Budding is natural! 'Controlling the bud' is bad! She's combing out part of the loc and retwisting it. There is nothing I repeat NOTHING you can do about Budding. I'm over 2 years in and I still have buds. They don't look like it over Time because it evens out. Different parts of the loc bud at different Times they eventually all whine up the same size. But after about 1 month after a retwist I get new buds. Doing this hurts the locking process and prolongs it as well. Those buds are just gonna keep coming back. If he keeps letting her do this to his head they never gone loc!
