Your specifications is good enough for 1080p Editing but there is certain other factors too...if you're trying 4k Editing then obviously you'll face lagging with these specifications! Although try using proxies in premiere pro for smooth Editing and I haven't used filmora so sorry can't tell you about that 🙂 I hope it helps!!

Rendering depends upon many factors like how you edited the footage, is it graded, have any Effects etc. ABSOLUTE NO, you can not render your videos fast with these specifications. At least Ryzen 3800 or 5900x and GPU 2080 or 3080, 3060 etc. For best editing experienced and rendering.
