'Would' in English is actually a past form of 'will', so in the context of a polite request or wish 'would like' is also expressed in past tense, just like хотів/а/ли би.

@@meganromano9582 To be precise, Germanic and Slavic languages use the conditional mood to express politeness in requests. English uses modal verb 'would' (which is past perfect form of 'will') + like/love, while Slavic languages use the verb 'want' in past form (there is no perfect tense in Slavic languages, only perfective and imperfective aspects) + particle ви / by / bych / bih, which is used to express conditional mood (but not only for that). It is as if to soften one's wish by acknowledging it may be not granted.
