You can not achieve tight shutoff (100% close) in regulating valve though OEM claims.

Why all new design plant uses electric modulating drive in place of pneumatic?

Both have its merits demerits 1. Motorized require very less maintenencae but slow moving. 2. Pneumatic is fast responsive but require a lot of maintenance. 3. Fire hazard is also a criteria to select.
