I figured it out!!! If you have an iPhone go to your settings search Safari then temporarily turn off the block pop up! I did it 5 minutes ago

when I try to send it, it gets declined and says, "Something is wrong. Your submission could not be processed. Please try again or contact your Office of Admissions".
